ESS Graduate Student Paper Award. The Environmental Studies Section (ESS) of ISA annually awards a prize for the top paper by a graduate student who presented a paper in an ESS sponsored panel at ISA. As chair of the graduate student paper award committee, Jennifer Clapp is soliciting nominations for papers presented (either on a panel or as a poster) at the 2003 meeting in Portland. If you wish to nominate a paper, please forward to Jennifer Clapp the author’s name, and paper title (if you have an electronic copy of the paper, you could send that too). If you are not certain whether a particular paper was presented by a graduate student, you can give me the name and paper title and she can find out. It is important that we recognize and encourage strong graduate student work in the section. The winner will receive a small cash prize, and will be encouraged to submit their paper to Global Environmental Politics for possible publication. Jennifer would to have nominations for the prize by June 1, 2003, so that the committee can make a decision over the summer months. Please email nominations to jclapp@trentu.ca.

ISA Call for Nominations. The International Studies Association Nominating Committee invites members of the association to nominate officers for the 2005-2006 term, including a president and three vice-presidents, each of whom will serve a one-year term. Criteria for officers include professional distinction and past involvement in and knowledge of ISA. Nominations should include 1) a detailed letter that addresses these points and 2) a current resume for the candidate. ISA is committed to diversity in its officers in terms of theoretical and methodological perspectives, geography, gender, ethnicity, etc. The deadline for nominations is May 1, 2003. ON THE WEB SEDAC and CIESIN’s “Human Footprint” and “Last of the Wild” datasets are online and available for downloading in GIS formats. The Human Footprint dataset contains nine global-scale layers on topics related to human population pressure, human land use and infrastructure, and human access. SEDAC’s Gridded Population of the World Version 2 is available online as part of the World Atlas of Biodiversity interactive mapping service, hosted by the World Conservation Monitoring Centre (WCMC) of the United Nations Environment Program. USGS Web-Searchable Database of Environmental Methods. A new standardized web-searchable database of environmental methods allows scientists and managers monitoring water quality to compare data collection methods at a glance and find the method that best meets their needs. The tool also allows monitoring data to be shared among different agencies and organizations that use different methods at different times. This database, called the National Environmental Methods Index (NEMI), was developed in conjunction with the U.S. Environmental Protection Agency, and other partners in the federal, state, and private sectors. Earthwatch Radio is an environmental outreach project at the University of Wisconsin-Radio that produces 260 radio two-minute radio programs a year on science and the environment and distributed monthly to about 125 radio stations on CDs. The 8th Circumpolar Universities Cooperation Conference: Connecting the Circumpolar World. November 7-10, 2003. Yukon College; Whitehorse, Yukon; Canada. The objective of this conference is to encourage increased interaction among people of different cultures in the north, and to consider how northern communities benefit from various kinds of social, cultural, academic and economic connections. Research in this area should provide participants with greater understanding of how to use connections to strengthen and develop their communities. A two-page (500 words) abstract of the proposed paper should be submitted by March 31, 2003. Abstracts must include sufficient details to permit adequate review and selection. The authors will be notified no later than May 26, 2003. Deadline for completed papers is July 31, 2003. Conference themes: (1) Circumpolar Economy: connections in northern technology, trade, business, and enterprise; cross-cultural and traditional social connections; capacity building. (2) Health, Welfare and Lifestyles of Circumpolar Communities: telehealth and telemedicine; cross-cultural connections in wellness; making regional connections through research. (3) Circumpolar Education: technological connections for education; the University of the Arctic and new connections for arctic scholarship; the integration of indigenous knowledge; distance delivery in the north; north-south or north to north? – connecting circumpolar peoples; research and issues of ownership; connecting researcher and subject through participatory action research. Call for Papers: Journal of International Wildife Law & Policy. The Journal is seeking contributions for Issue 6:3, to be published in December of 2003. The deadline for articles is August 15. Call for contributions: The Precautionary Principle Project. The American Society of International Law’s Widlife Interest Group has recently launched P3, the Precautionary Principle Project. The project will ultimately provide a comprehensive suite of online resources for policymakers and academic researchers on this topic. The resources will include: a. The text of hundreds of incarnations of the principle in hard and soft law documents at the international, national and local level; b. A searchable bibliography of peer-reviewed and grey literature in the field, initially containing more than 400 citations; c. a comprehensive links page with initially more than 500 online resources; d. an occasional paper series. We are currently seeking contributions in the following areas: A. The text of incarnations of the principle in local ordinances or regulations or national or state legislation or regulations; and B. Call for Proposals. International Studies Association, 45th Annual Convention, Montreal, Quebec, Canada 17-20 March, 2004. Conference Theme: Hegemony And Its Discontents: Power, Ideology And Knowledge In The Study And Practice Of International Relations. The theme of this conference refers to the unavoidable linkages between power and ideology, between the study and the practice of international relations, and thus ultimately between power and knowledge. We want to use the conference to explore these relationships and to reflect on our role as scholars in constructing (consciously or unconsciously) the practices of international relations; whatever we might think we are doing in our teaching and writing are we implicitly reinforcing the existing power relationship in the world of international relations? How might our work as scholars contribute to the continuing dominance of politics over economics, of US, and western, power over other areas of the world, and of specific forms of public politics over the private realm? Thus, we are interested in questions about hegemony in both the study and practice of international relations. Underlying this focus are questions concerning the sociology, psychology and politics of the discipline, and its role in reinforcing and protecting economic, political, ethnic and gendered inequalities in world politics. These questions are particularly relevant in the aftermath of September 11, 2001, a set of events the explanations of which bring to centre stage the linkages between the study and the practice of international politics. These events mean that the field of international relations faces a challenge every bit as fundamental as that posed by the Cold Wars end. More than ten years after the collapse of the bipolar rivalry that long dominated the theory and practice of international relations, the current transformation is rife with both possibilities and pitfalls. Will the new theoretical shoots of the intervening decade prosper or wither in a sharply changed global environment? Will this environment encourage diversification or reification of the neorealist/neoliberal and constructivist approaches? How will the study of power, poverty, interest, and identity be shaped by the ramifying experience of war? And will such conflict consciously or otherwise be interpreted primarily as the product of policy choices made since the Cold Wars end, or as the inevitable result of the Cold Wars end? We welcome papers that deal with the following issues: * The nature of hegemony and power in world politics; * The relationship between political and economic hegemony; * Hegemony and dominance in the study of international relations; * September 11th and the changing nature of international relations; * The impact of hegemony within the discipline on issues of gender, race and ethnicity; * The relationship between theory and practice; * The professional role and ethical responsibilities of the international relations scholar; and * The sociology of the academic profession of International Relations. The University of Maryland, Baltimore County, is seeking a distinguished environmental scholar/administrator to become Director of The Center for Urban Environmental Research and Education (CUERE). Founded with a grant from the U.S. Environmental Protection Agency, CUERE has an active funded interdisciplinary research program focused on the economic, social and environmental consequences of the transformation of the urban and suburban landscape. It has a fully staffed and operating state-of-the-art GIS laboratory and plans to construct this year a laboratory for analysis of soil and water samples. It will play a key role in related doctoral programs at the university.
