TRAVEL SUPPORT FOR
JUNIOR ESS MEMBERS

At its business meeting last year, the Environmental Studies Sec- tion decided to allocate up to $1,000 to provide travel support for North American junior members of the ESS to travel to the ISA meetings in Chicago. The awards are to go to scholars who are either ABD or received their Ph.D degrees within the past four years.

Those interesting in applying for this money should send an
abstract of their paper along with a completed ISA Request for Financial Support for Participation in Conventions and Related ISA Activities (which can be found in previous issues of the INTERNATIONAL STUDIES NEWSLETTER, which goes out to all ISA mem- bers). It is important to indicate how much of a grant would be needed to attend the meetings. Applications should be sent to

The past two issues listed a number of books that could be used as texts in courses on international environmental politics and policy. Here are a few more that have come to the attention of the editor.

Tony Brenton, The Greening of Machiavelli: the Evolution of International Environmental Politics. Royal Institute of Inter- national Affairs, 1994, 282p., $24.95 paper. (Distributed in North America by the Brookings Institution, 1775 Massachusetts Avenue NW, Washington, DC 20036-2188).

This Earthscan book is a good general overview of the history of international environmental negotiations and regulations, with particular emphasis on the Stockholm Conference of 1972 and the Earth Summit twenty years later. Considerable coverage is given to developments and preparations that led up to these two land- mark events, as well as to the domestic and international out- comes of the first one. Climate change and biodiversity are the only two issues that receive separate chapter-length treatments. (undergraduate)

Shridath Ramphal, Our Country, the Planet: Forging a Partnership for Survival. Island Press, 1992, 291p., $15 paper.

This is a very readable book by a former foreign minister from Guyana who served on all five of the independent commissions of the United Nations, including the Commission on Environment and Development chaired by Prime Minister Brundtland of Norway. It offers an overview of contemporary global environmental problems and then

distinguishes the contrasting contributions to these problems of the “profligate rich” and “powerless poor” in what he describes as “feudal.” It is a good book for introducing students to the perspective of developing countries on the global environment (undergraduate).

Neil Middleton, Phil O’Keefe, and Sam Moyo, Tears of the Crocodile: From Rio to Reality in the Developing World. Pluto Press, 1993, 228 p., $19.95 paper.

This book examines the relationship between environmental problems and the economic travails of the developing countries, as they were raised by the Brundtland Commission and addressed at the Earth Summit. Chapters address environmental problems in the realms of climate and energy, biodiversity and biotechnology, forests, agriculture, water, and waste. Other chapters focus on economic problems, such as trade, aid, and debt, as well as the role of women. The book is overtly partial to the perspective of the Third World and highly critical of the North for pursuing its self-interest at the expense of the health of the natural world and the people of the “developing world.” (undergraduate)

Lawrence E. Susskind, Environmental Diplomacy: Negotiating More Effective Global Agreements. Oxford University Press, 1994, 201p., $14.95 paper.

This book explores strategies for enhancing the effectiveness of negotiations on treaty responses to international environmental problems. It examines existing processes and suggests a number of inadequacies in strategies such as the convention-protocol approach. Separate chapters focus on representation and voting, the relationship between science and politics, issue linkage, monitoring and enforcement, and how the system can be reformed building upon the work of the Program on Negotiation at Harvard Law School and the International Environmental Negotiation Network, including the Saltzburg Initiative. This book contains a stimulating collection of articles by authors from ten countries with extensive experience as prac- titioners and scholars, which collectively are a significant con- tribution to the literature on international environmental law. The Trumpeter, Journal of Ecosophy is a quarterly journal in its tenth year which is dedicated to exploration of, and contribu- tions to, a new ecological consciousness, and to practices which involve ecosophy (ecological wisdom and harmony). This book contains sixteen articles commissioned for interna- tional conference on sustainable futures in the South-East Asia, which was held in Yogyakarta, Indonesia. It was one of several regional conferences sponsored by United Nations University on the subject of sustainability. The articles address a wide range of environmental problems, such as population growth, industrialization and urbanization, deforestation, drought and floods, climate change, sustaining the “green revolution,” fire, coastal and marine problems and threatened peoples.

This book contains 14 essays on the topic of “industrial metabolism,” a concept that has been integral to the Human Dimen- sions of Global Environmental Change Programme. The concept industrial metabolism is used to describe all the
physical processes that convert raw materials and energy into finished products. Chapters of the book develop the concept in depth and explore its applicability to both industrialized and developing countries. There is a series of case studies on specific problems related to industrial metabolism in Sweden, the Rhine basin, Switzerland, and the United States. Two other essays relate the concept to the precautionary principle and technology transfer.

The first open meeting of the human dimensions community will be held at Duke University, Durham NC USA on Thursday-Saturday June 1-3, 1995. This meeting is sponsored by the Social Science Research Council and its Committee for Research on Global Environmental Change; the Human Dimensions Programme of the International Social Science Council; the Consortium for Interna- tional Earth Science Information Network (CIESIN); and the Duke University School of the Environment.

The purpose of the meeting is to bring together the growing human dimensions community to promote exchanges of information on cur- rent research, teaching and outreach, to encourage networking in this new field, and to attract social scientists, humanists and others not previously involved in human dimensions work. There will be special plenary sessions on leading issues in the human dimensions of global environmental change including: interna- tional institutions and global environmental change; scientific analysis, perceptions, and decision-making; property rights and global environmental change; industrial restructuring and sustainable development; land use/cover modelling and analysis; and human migration and global environmental change.

The meeting will include additional round-table discussions on human dimensions research and teaching, and modelling and publications displays. Those wishing to organize multi-paper ses- sions for the conference on the plenary topics or other topics at local, regional and global scales are urged to communicate with the organizers; final proposals for such sessions are due by December 1, 1994.
