This past year (1995-96) has seen the following developments:

  1. The 1996 ESS Conference Program at the San Diego Annual Meeting
The section sponsored or co-sponsored 23 panels, as against 24 in 1995. With 6 percent of all Conference panels, the section ranked fifth overall.

In addition, one theme panel had an environmental focus, and other environmental papers were scattered in various panels sponsored by other sections, especially IPE.

  2. Development of links among members
    1. Section Web site: In March 1996, the section established its own website developed by Ron Mitchell (U. of Oregon) who is acting as its webmaster. The site address is:
      http://www.isa.csf.colorado.edu
    2. Environmental education list: In July 1995, Michael Maniates (Allegheny College) set up a specialized list wit the purpose of fostering exchanges on teaching environmental politics.

The GEPED list can be found at: gep-ed@igc.apc.org
      To subscribe: majordomo@igc.apc.org
      Archives are located at:http://www.alleg.edu/Academic/PoliSci/Maniates

    3. The ESS e.mail network (created in 1993) used to disseminate the Section Newsletter and related announcements quickly to the membership is also growing, thanks to Marvin Soroos (North Carolina State).

To get on line, members need only send a message to soroos@ncsu.edu. Section news and information are transmitted whenever it is received.

  3. Development of the Section
    HDGECC
At the ISA Governing Council meeting in San Diego (April 1996), ISA officially entrusted the Section with the management and promotion of ISA’s Human Dimensions of Global Environmental Change Committee.

For 1996-97, HDGECC will be chaired by Marvin Soroos (North Carolina State). See appendix for the text of the proposition (with background and rationale) as adopted.

  4. Support for members
    1. Sprout award
The 1995-96 Sprout award committee gave the 1996 Sprout award to Marian A. L. Miller (University of Akron) for her book The Third World in Global Environmental Politics (Lynne Rienner, 1995). See appendix for full citation from the Sprout Award Committee.
    2. Report of the ad-hoc junior scholar travel award committee
The committee received four applications (all Ph.D. students and ESS members) and made three awards to Geoffrey Dabelko (U. of Maryland), Charles Hall (U. of South Carolina), and Phyllis Mofson (U. of Maryland) for a total of $ 576 (as against $ 750 in 1995).
The criteria were (in no particular order of importance):
      – quality of the research to be presented
      – role played in the Convention (with single-authored papers on top, organization and chairing of panel, multiple activities, etc…)
      – need
    3. Creation of a new award
To encourage participation and recognize quality research, the section voted to create an award for the best paper presented at the annual convention by a graduate student. The papers will be nominated by the chairs of the panels, judged by an ad-hoc committee, awarded and announced by June 15, and recognized at the next business meeting.
    4. Development of clear ISA procedures for representation at international bodies and conferences In order to ensure that ISA members can have access and participate in the work of international bodies, especially those dealing with environmental issues, through ISA status as an accredited NGO, the section has recognized the need to establish clear guidelines governing the accreditation of ISA members to these bodies and conferences. To that end, the membership adopted a resolution at its April 18, 1996 business meeting and forwarded to the ISA administrator and the IO section. (See appendix for the text of the resolution). Barbara Jancar-Webster (SUNY-Brockport) has offered to follow up this question.
